Help turned away

Last night on AirAmerica, I heard something about FEMA turning away help at every turn. The list of examples just kept going and going. It was endless.

Now, someone might think that they were exaggerations, lies, or simply urban myth-like warbles uttered in desperation by a liberal dj on a liberal station.

Well, I just read a statement by Louisiana's Democratic Senator, Mary Landrieu, asking Bush to appoint a Cabinet level position to deal with the Katrina aftermath (which he hasn't yet done,) and this was her own take on FEMA's response to the crisis:
“I understand that the U.S. Forest Service had water-tanker aircraft available to help douse the fires raging on our riverfront, but FEMA has yet to accept the aid. When Amtrak offered trains to evacuate significant numbers of victims – far more efficiently than buses – FEMA again dragged its feet. Offers of medicine, communications equipment and other desperately needed items continue to flow in, only to be ignored by the agency."
Isn't that incredible? How can the Federal Emergency Management Agency in charge of helping the victims of a horrible natural disaster turn away help? Any kind of help? From anybody?

I heard of Wal-Mart trucks loaded with water being turned away for no apparent reason. I heard FEMA cut the communications lines in New Orleans. They had to be restored by the local police, which then had to stand guard against another ATTEMP BY FEMA TO CUT COMMUNICATION AGAIN!! And the list goes on and on and on.

Why? WHY?!
